Einleitung:

Die beiden Schwerpunkte dieser Ausarbeitung sind die politischen Rahmenbedingungen Österreichs sowie die Entwicklung, Probleme und Verortung des Schulsystems. Das Schulsystem neigt zur Deregulierung und es existieren große Unterschiede zwischen den Regionen Stadt und Land. Eine Ursache könnte die gesetzlich festgelegte Schulautonomie sein, welche Probleme in der Kompetenzverwaltung auslöst. Schlechte Ergebnisse in der PISA-Studie und vergleichsweise hohe Bildungskosten bestätigen, dass Änderungsbedarf besteht. Die Hauptprobleme finden sich in der Sekundarstufe 1 (bis Schulstufe 8), welche aus der allgemeinbildenden höheren Schule (AHS) und der Hauptschule (HS), bestehen.
Diese Umstände werfen einige Fragen auf und geben Anlass zur Kritik. Eine BVG-Novelle von 2005 könnte positive Veränderung versprechen. Doch um bestimmte Probleme zu erkennen und darstellen zu können, müssen erst einmal die politischen Rahmenbedingen erläutert werden. In der folgenden Ausarbeitung werde ich die Abläufe innerhalb des Parlamentes und der Regierung erklären, den besonderen Einfluss der öffentlich-rechtlichen Organisation darstellen und auf den Föderalismus mit seinen Problemen eingehen. Nachdem ich die Entwicklung des Schulsystems dargestellt habe, lassen sich daraus auch die Probleme in der Bildungspolitik herleiten.
Zwei Merkmale prägen die Politik Österreichs, einerseits die Proporzdemokratie und zum anderen die Konkordanzdemokratie. In einer Proporzdemokratie entspricht die Zusammensetzung der Parteien in der Regierung der Zusammensetzung im Parlament. Somit gibt es keine Opposition. In der Konkordanzdemokratie, die im Gegensatz zur Konkurrenzdemokratie nicht die Mehrheitsentscheidung zur Konsensfindung präferiert, sondern die Meinung von Verbänden, Minderheiten und sonstigen Akteuren in den Prozess der Entscheidungsfindung einbindet.
Die verfügbare Literatur zur Organisation des Bildungssystems von Österreich (z.B. „Das österreichische Bildungswesen“, herausgegeben vom Bundespressedienst von 1984), ist nicht auf dem aktuellsten Stand. Gründe dafür sind die Ergebnisse der PISA-Studie, wodurch viele Probleme erkannt wurden und es zu Umstrukturierungen kam. Diese Änderungen hat das 2007 gegründete Bunde...

When the British government undertook the construction of the Uganda Railway through East Africa in 1898, harsh criticism from the press, tremendous amounts of money spent, and rebelliousness of the workers turned out to be the least of the government’s worries. Lieutenant-Colonel John Henry Patterson, DSO (10 November 1867 – 18 June 1947), known as J.H. Patterson, was a British soldier, hunter, author and Zionist, best known for his book The Man-Eaters of Tsavo (1907), which details his experiences while building a railway bridge over the Tsavo river in Kenya in 1898–99. In the 1996 Paramount Picturesfilm The Ghost and the Darkness, he was portrayed by actor Val Kilmer.

The Man-Eaters of Tsavo by J. H. Patterson is available in several editions. It's sort of confusing which one to buy. Here are some notes on each edition:

The Man-Eaters of Tsavo (Peter Capstick Libary Series).
Publisher: St. Martins Press, 1985. 384 pages.
When The Man-Eaters of Tsavo was originally published in 1907, it contained a wealth of photos and a map. Photos appeared on every two to three pages. These photos showed many local scenes, as well as the infamous lions. These photos are very valuable for establishing a sense of place that words alone can't do. Beware of inexpensive reprints that omit all the photos and the map. The quality of the photo reproductions is not great in the Capstick Library edition. But these are the best looking photos in any edition currently available. This edition is virtually identical to the original book. The page sequence is the same, with only the addition of some new preface pages. This is the book to buy; however, for some strange reason it's hard to find on Amazon. If you search for "tsavo", you'll find used copies of this book at horribly inflated prices. But this book is still in print. Search for "tsavo capstick" and you'll find it--along with very reasonably priced used copies (under $10).

Man Eaters Of Tsavo [Hardcover].
Publisher: St. Martins Press, 1985. 384 pages.
If you search for "tsavo" on Amazon, this is the hardcover edition of this book that you'll find. You'll likely see no trace of the Capstick edition. Well, it's the same book. Unfortunately, "Man Eaters of Tsavo [Hardcover]" is being sold like it's a collector's item, at inflated prices. Don't fall for this. Get the Capstick Library book listed above.

The Man-eaters of Tsavo.
Publisher: SMK Books, 2009. 152 pages.
If all you want is the text, if you don't care about seeing approximately 100 photographs, if you don't want a map, then this is a reasonably priced alternative. All the text from the original edition is compressed onto 152 pages, in a tiny font. The map and all photos have been removed. You can get a used hardcover copy of the Capstick Library book for only $2 to $3 more than the SMK book, so I would find it hard to justify buying the SMK edition.

The Man-Eaters of Tsavo: And Other East African Adventures (Classic Reprint). Publisher: Forgotten Books, 2010. 360 pages.
This is a duplicate of the original book. A library copy was pulled and photographed page by page. The reproductions of the photographs from the original book are horribly muddy--and virtually worthless. Strangely, if you search for "tsavo" on Amazon, this book seems to be a reasonably priced alternative. So many people have apparently purchased this edition. Don't be fooled. Look for the Capstick Library book instead, which only costs a few dollars more and has better reproduction of the photos (as well as a few extra pages in the preface).

The Lions of Tsavo: Exploring the Legacy of Africa's Notorious Man-Eaters
by Bruce D. Patterson
This is a different Patterson entirely. And thus a different book. Bruce Patterson is a scientist who recently studied the lions of Tsavo, while J. H. Patterson is the hunter who shot the infamous Tsavo lions. The scientist's book is good. But you should be aware that this isn't the tale told by the hunter.

Ghosts of Tsavo : Stalking the Mystery Lions of East Africa
by Philip Caputo
This a contemporary tale of a journalist following in J.H. Patterson's steps and investigating the lions of Tsavo. This is a good book. The first chapter is incredible as he retells the story of the lions that killed a mind-boggling number of railroad workers (possibly over 120 people died). The subsequent chapters are of a more personal nature as Caputo journeys to Africa and looks for the maneless Tsavo lions.

Good Book, Written Over 100 Years Ago....

This was a very interesting read. If you decide to read this book, keep in mind it was written over a hundred years ago, when the world had different opinions about hunting big game. It is interesting to hear the tales of turn of the century(1899ish), Africa. However it is a little disturbing to see the pictures of the trophies. All in all an entertaining book.

GREAT LOOK AT EARLY COLONIAL AFRICA

This book, first published in 1907, tells the story of the predations of two huge lions on the workers who were constuctuing a railway from the East coast of Africa to the then new settlement of Nairobi. These killed and devoured 130 or so people, Indian workers, native Africans and they also dined on a number of Europeans as well. The author is a true Victorian and a man of his times who writes of his ordeal very well and without the nauseating political correctness of today. The story of his hunt and the building of the railroad is a great read. It is edited by Peter Capstick, a man who was arguably one of the last of the Great White Hunters.

Much to the author's credit he does not belittle or demean the Indians or Africans in any way. He had a camera and took many remarkable photos and eventually became a naturalist of some repute. This book was also the inspiration for the movie Ghost and the Darkness which I thought was also quite good. The two lions he killed are in a museum in Chicago. For the Africa scholar who wants a bit of a different insight into Africa this is a fine addition to one's library.

So lautet die Aussage Götz Georges, der als Kommissar Schimanski vor allem aufgrund seiner rohen Sprachverwendungsweise, bekannt geworden ist. Ein paradoxer Umstand, wenn man die von Fäkal- und Schimpfworten geprägte, Sprache der Figur in den 80er-Jahren bedenkt. Tatsächlich ist seitdem fast ein Viertel Jahrhundert vergangen und „Vulgäre und obszöne Ausdrücke“ sind aus unserer heutigen Medienlandschaft nicht mehr weg zu denken und erst recht keine Randerscheinung mehr, meint der Ex-Tatort-Kommissar.
Wurde Schimanskis Sprache damals noch aufgrund seiner Exzentrik als markiert und durch diesen Umstand gerechtfertigt als Sonderfall gesehen, spricht die deutsche Schauspielerin Mimin Anneke Kim Sarnau auf Nachfrage innerhalb einer Pressekonferenz, bezüglich ihrer von Fluchworten durchzogenen Sprache, davon, dass sie sich als Prolet auf hohem Niveau verstehe (Rösch, 2010). Die britische Aufsichtsbehörde Ofcom berichtet währenddessen von einer wachsenden Akzeptanz des Fernsehpublikums gegenüber der Vulgärsprache. Ausdrücke dieser, wie Scheiße und Schwuchtel, seien mittlerweile gängig (Zettel, 2010).

Der Nachname beschreibt also von Beginn an ihr Naturell. Aber auch der Vorname taucht motivisch immer wieder auf: Sie bringt die Menschen in ihrem Umfeld oftmals zum Erröten, zaubert ihnen also rosa Farbe ins Gesicht: „Er griff in seinen Rock, errötete wolkig […]“ (70), „Unrat ward rot“ (177) oder „Und Unrat, errötend, nach Hilfe suchend“ (94).
Professor Unrat, dessen akademische Würde durch seinen eigentlichen Namen Raat verdeutlicht wird, wird von allen nur mit dem Pseudonym „Unrat“ betitelt. Dieser Name ist ihm Schicksal und Verheißung, hat es sich der Professor doch selbst zur Aufgabe gemacht, ihn und seine pejorative Bedeutung auszurotten. Die unbarmherzige Gesellschaft um Raat kennt hierbei keine Gnade, sie ärgern ihn, indem sie „einander zuschreien: ‚Riecht es hier nicht nach Unrat?‘“ (9). Dennoch ist ihm dieser Spitzname höchst zu Eigen, bezeichnet er sich doch selbst als „Professor Un - der Professor Raat“ (28). Seine Geliebte nennt ihn gar zärtlich „Unratchen“ (180), was er sich gefallen lässt. Der Kampf gegen seinen Spitznamen ist ein Kampf, welcher nie gewonnen werden kann, da es ein Kampf gegen ihn selbst ist. Sein Körper passt sich sogar in der Wahrnehmung seiner Mitmenschen seinem Namen an.

Seaver (The [Almost] No Cholesterol Gourmet) offers a delectable feast from the sunny coasts of southern France, Spain, Italy, Greece, Turkey, Tunisia, Morocco and the Middle East. Despite their distinct cultural identities, these regions share common culinary points: generous use of olive oil; lots of fruits, vegetables, legumes, grains and nuts; fish at least twice a week; moderate dairy and poultry; very little red meat; and, happily, wine with meals. In return, Mediterranean-area dwellers are trimmer than their American counterparts and live longer, healthier lives. It's a commonly cited connection, and Seaver, associate publisher of Arcade and a frequent visitor to the Mediterranean, says this isn't "a diet book" on the phenomenon. Rather, she offers a cookbook emphasizing "the gourmet rather than the mundane" of the Mediterranean culinary landscape: ingredients should be seasonal and fresh, and meals are meant to be enjoyed at leisure. Classics like gazpacho, bouillabaisse and moussaka appear alongside lesser-known regional dishes like Terrine of Monkfish with Green Sauce, and Pork Loin in Dried Figs Sauce. Very high-brow recipes that come from mainly European countries such as France and Spain. If you're looking for a healthy eating guide, such as learning how to substitute olive oil for butter and how to cook less meat-oriented meals, this is not the book. I studied the Mediterranean Diet Food Pyramid, which this book seems to turn upside-down. Many recipes call for milk and cream and most recipes are 2 pages long. Individual Beef Wellingtons - doesn't sound very healthy to me! This is a good choice for Gourmet Cooks looking for more wordly recipes!

For adventurous cooks who'd like to be healthy too

Classic or contemporary Mediterranean food, with its preponderance of fresh vegetables and fruit and its reliance on olive oil instead of butter, forms a naturally healthy cuisine, Seaver points out, obviating the need for diet books. With main courses like Lemon and Artichoke Risotto, Broiled Duck Breasts with Grilled Peaches, and Trout with Sorrel, who needs steak and potatoes?

The book is divided into First and Second Courses, followed by Dessert and each course is organized by main ingredient - meat, fish, vegetable. Most first courses (Carpaccio of Beets, Terrine of Monkfish with Green Sauce) can be at least partially prepared in advance and many are served cold or room temperature. Main courses (Bouillabaisse, Moussaka of Artichoke and Veal, Pork Tonnato) range from quick and easy to elegant and time consuming.

Recipes are clear and attractively presented. Presentation is important to Seaver and is included as an integral part of the recipe. Except for a recipe for Coq au Vin which uses boned chicken breasts, every dish in this book has a mouthwatering freshness and sophistication which will inspire cooks who want to celebrate mealtime and stay healthy too.

Der Hauptteil der Arbeit beinhaltet schließlich die Prüfung der Anwendbarkeit vergaberechtlicher Vorschriften auf nationale Grundstücksgeschäfte der öffentlichen Hand. Im Vordergrund steht die Frage, inwieweit bestimmte Konstellationen von Grundstücksgeschäften der öffentlichen Hand europaweit ausschreibungspflichtig sind. Zur Vollständigkeit wird auch jeweils kurz auf die Ausschreibungspflicht öffentlicher Aufträge unterhalb der Schwellenwerte eingegangen. Im Rahmen dieser Arbeit findet eine Auseinandersetzung mit verschiedenen städtebaulichen Verträgen über die Erschließung von Grundstücken oder die Durchführung von Bauleistungen statt. Desweiteren erfolgt eine Untersuchung der vergaberechtlichen Relevanz reiner Grundstücksveräußerungen und solcher im Zusammenhang mit dem Abschluss städtebaulicher Verträge. Zudem werden Miet- und Leasingverträge über Immobilien auf die europaweite Ausschreibungspflicht hin geprüft.

Besondere Berücksichtigung finden öffentlich-private Partnerschaften – Public Private Partnership genannt – im Rahmen dieser Arbeit. Auch die Auftragsvergabe innerhalb verschiedener öffentlicher Einrichtungen als In-House-Geschäft wird näher betrachtet. Dabei soll eine differenzierte Darstellung der Vergabe an Eigenbetriebe, 100%ige Eigengesellschaften, gemischt-wirtschaftliche und gemischt-öffentliche Organisationseinheiten erfolgen.

Zur Erarbeitung eines Lösungsweges werden unter Bezugnahme aktueller Rechtsprechung und Auffassungen in der Literatur verschiedene Ansätze dargestellt. Ferner wird die Diskussion durch aktuelle Reformüberlegungen der Bundesregierung bezüglich der Modernisierung des Vergaberechts abgerundet.

Das AGG stellt somit die zentra-le Norm zum Diskriminierungsschutz dar. Auftrag des AGG ist die Beseitigung von Vorurteilen sowie deren Auswirkungen im Arbeitsverhältnis und in der Gesellschaft. Dies soll durch einen besseren Schutz vor Benachteiligungen erfolgen.
Gemäß § 1 AGG sollen Benachteiligungen aus Gründen der Rasse, der ethnischen Herkunft, des Geschlechts, der Religion oder Weltanschauung, einer Behinderung, des Alters oder der sexuellen Identität verhindert oder beseitigt werden.
In den nachfolgenden Ausführungen werden die grundsätzlichen Begriffe wie die Diskriminierung und der Beweis erläutert. Anschließend wird, anlässlich der Ent-scheidung des LAG Berlin – Brandenburg vom 26.11.2008, in der die Monte-Carlo-Simulation als Beweis einer Diskriminierung anerkannt worden ist , ein Schwerpunkt auf die Regelungen des § 22 AGG bezüglich der Beweislast am Beispiel der Personalauswahl gelegt.

Jesse Lee Kercheval is author of 12 books including Brazil, winner of the Ruthanne Wiley Memorial Novella Award; the poetry collection Cinema Muto, winner of the Crab Orchard Open Selection Award; and The Alice Stories, winner of the Prairie Schooner Fiction Book Prize. She teaches in the creative writing program at the University of Wisconsin.

A Must listen!

When I saw this audiobook up for review, there was something that appealed to me about this book (if you know me well, you know I don’t read book blurbs, so all my good books are usually either by fluke or recommendations). Well, it certainly could have been that Eiffel Tower on the cover (Side note: I love travelling and I am in love with the idea of Paris, still to visit though).

Okay, let me warn you upfront, this audiobook is almost 10 hours long. I know some are like 40 hours long but since I prefer short audios, this was huge for me. But wait, did I feel all 10 hours of it? Nope, not at all. And why would that be? Perhaps because the book pulled me in from the very first word and did not let go. The narration is good enough. But the major meat is the book! Just wow!

First, the author draws a background and you are interested in what’s going on. Mmm hmm… And then there comes the twists and the turns. And Paris! And the walks around Paris. Surprise upon surprise. I was totally overwhelmed (happily!) by the plot, the unraveling of it, the characters who I found myself rooting for. Giggling at times, wanting him to be @%^&$ alive! Woah, a gamut of emotions, all in one book.

There’s some history in there. Something I don’t really like but when you dish it out in a book, I’m all for it. A woman taking a trip across the world to unravel her past – now there’s some magic in that, right? History, art, travel, mystery, a solid plot, a good narration and there you have it, a brilliant book.

A must listen I would say.

Loved this novel. Worth the time to read. Read it on my flight from BWI to San Francisco, CA in early August 2014.

I really loved this book. And I have had to drag myself to read a couple of other books (just saying that the Ocean at the End of the Lane finished FLAT for me, even after two readings) over the past month, but this one worked. Yes. There were a couple of moments when I really didn't believe the narrative voice, but I forgave and moved on to new possibilities because it is so well crafted. And - I have admired Jesse Lee Kercheval's work for a number of years, but I think this work is her best long work yet! Bravo! Well worth the time to read.

A Search For Self

I loved this book - mainly because I'm (also) adopted, went in search of my roots (not due to a tragedy, but just to curiosity) and (though I had to go farther back in history) found some relations just as fantastic as those of the main character.

Everyone has hidden greatness in them - somewhere. (If we dig far enough down, we'll find it.) All we need is the impetus to uncover - and express - it. That's what this story is all about. It's having the courage to discover, be - and love - your real self - no matter what and who you find that to be.
