Die Personalbedarfsplanung ist langfristig natürlich auch Grundlage der Personalentwicklung. Wird umsichtig agiert, so ist die Personalbedarfsplanung immer mit anderen Unternehmensentscheidungen verknüpft. Dies können Entscheidungen sein die sich aus der Absatz-, Produktions- und Investitionsplanung ergeben. Wenn solche Entscheidungen getroffen werden ohne die Personalbedarfsplanung zu berücksichtigen, kann dies zu ungewollten Effekten führen. Daraus lässt schließen, dass alle planerischen Aktivitäten die Personalbedarfsplanung berücksichtigen sollten.
Diese Seminararbeit befasst sich mit dem Thema Personalbedarfsplanung. Dabei wird zuerst auf die Gründe und Ziele der Personalbedarfsplanung eingegangen. Es wird beschrieben, warum die Personalbedarfsplanung ein wichtiges Instrument der Personalwirtschaft ist. Des Weiteren wird auf die Einflussfaktoren der Bedarfsplanung eingegangen. Nachdem die Einfluss-faktoren erläutert sind, wird die generelle Vorgehensweise bei der Personal-bedarfsplanung beschrieben. Dieses dreistufige Verfahren zur Berechnung des Nettopersonalbedarfs sollte durchgeführt werden, ganz gleich welche Methode zur Personalbedarfsplanung eingesetzt worden ist. Die Methoden zur Bestimmung des Bruttopersonalbedarfs werden im dritten Kapitel ausführlich beschrieben. Man unterscheidet zwischen Schätzungen, statistischen Verfahren, organisatorischen Verfahren, arbeitswissenschaftlichen Verfahren und monetären Verfahren. Diese Verfahren werden kurz vorgestellt, und in den Unterkapiteln werden die wichtigsten Ausprägungen jedes Verfahrens dargestellt.
